Passes of any established type are issued only upon personal application by persons admitted to the transport security zone of a transport infrastructure facility, and the facts of their issuance are registered in databases on electronic and paper media.
One-time passes are issued to individuals who are not employees of a transport infrastructure entity, as well as to those who are not employees of legal entities and individual entrepreneurs operating in the transport security zone of a transport infrastructure facility, based on electronic requests signed with an enhanced electronic signature, and/or based on written requests certified by a seal (if any) from authorized employees of a transport infrastructure entity, federal executive authorities, legal entities, or individual entrepreneurs operating on the territory of a transport infrastructure facility and/or on a vehicle.
One-time transport passes are issued based on Electronic requests signed with an enhanced electronic signature and/or written requests from heads of legal entities or individual entrepreneurs, certified by a seal (if any).
Electronic requests signed with an enhanced electronic signature and/or written requests for the issuance of permanent passes for official and production vehicles, self-propelled machines and mechanisms must contain the full name of the legal entity or individual entrepreneur initiating the issuance of the pass, information about the vehicles, self-propelled machines and mechanisms for which the pass is required, including their types, brands, models, colors, registration plates (numbers), last name, first name, patronymic (if any) and position of the persons who will operate these vehicles, self-propelled machines and mechanisms, as well as the purposes and time interval of stay in the sectors of the transport security zone of the transport infrastructure facility and the term (period) for which A pass is required.
Electronic requests signed with an enhanced electronic signature and/or written requests for the issuance of permanent and/or one-time passes must be completed in Russian, legibly by hand or using technical means, without abbreviations, acronyms, corrections, or blots.
